政府信息公开实效性的行政保障机制--以系统论方法为视角

摘要

The ineffectiveness of publicity of government information is due to the following four drawbacks such as promptness, authen-ticity, completeness and usability. The reasons for their existence are:legislation absence, lack of endogenous drive, imperfection of the administrative system and the information management mechanism, and the formal and superficial nature of current channels for informa-tion publicity and so on. Applying systems approach, its basic principles of system integrity, system transformation, system feedback, and system environment relevance are used to improve the actual effect of the administrative safeguarding mechanism for government informa-tion publicity.%　　我国政府信息公开存在着及时性、真实性、完整性以及可用性4个方面的实效性不足。这主要是由于信息公开立法缺位、信息公开的内生动力不足、信息公开的行政管理体制不健全、信息管理机制不完善、信息公开的具体途径过于形式化等原因造成的。以系统论方法为视角，运用系统整体性原则、系统有序性原则、系统反馈性原则以及系统环境相关性原则，完善我国政府信息公开实效性的行政保障机制。
