中国CCUS专利池的适用性分析及其构建

         

摘要

[目的/意义]碳捕集、利用与封存(CCUS)技术是温室气体减排的重要技术途径,也是我国应对气候变化的必然选择.在当前全球气候变化问题严峻的形势下,组建中国CCUS专利池被认为可以助推这一低碳技术的技术实施和知识共享,为中国CCUS技术的推广和应用扫除障碍.[方法/过程]分析了组建专利池的驱动性因素,并从要素和特性两方面系统研究了专利池模式在CCUS领域的适用性.[结果/结论]分析结果表明,目前中国已具备组建专利池的主体要素,客体要素也趋近成熟,加之专利池的多维聚合效应顺应CCUS技术发展,认为组建中国CCUS专利池适逢其时.最后,提出了中国CCUS专利池构建和运作的策略建议.%[Purpose/Significance]Carbon capture, utilization and storage (CCUS) technology is an important technical method of greenhouse gas emission reduction, and is also an inevitable choice for China to tackle climate change.Under the current situation of severe global climate change, the establishment of China's CCUS patent pool is regarded as a good way to promote technology implementation and knowledge sharing of this low-carbon technology, and remove obstacles of the promotion and application of China's CCUS technology.[Method/Process]This paper analyzes the drivers to form a CCUS patent pool and studies the applicability of patent pool from two aspects: elements and characteristics.[Result/Conclusion]The analysis result shows that it is high time to build a CCUS patent pool in China.Suggestions on the strategies to build and operate China's CCUS patent pool are also given at last.
