Therefore, firstly, the historical background should be clarified; Secondly; the important value should be sensed; Thirdly, the guiding theory should be clear; Fourthly, the location function should be held ; Fifthly, the organizational design should be strengthened; Sixthly, the construction idea should be clarified; Seventhly, the construction of key projects should be emphasized; Eighthly, the safeguard mechanism should be carried out.%湖南市州开放学院的构建有赖于长远而深邃的战略思考，有赖于精心而科学的战略谋划。为此，要弄清时代背景，感识重要价值，把握定位职能，加强组织设计，理清构建思路，突出建设重点，落实保障措施。
