台湾地区“立法院”院长角色和功能探析

摘要

从台湾地区制度设计的层面看，“立法院”院长需在“立法过程”中保持中立的态度。但是在实务层面，“立法院”院长很难在“行政”官员、“民意代表”以及政党代表等身份中保持其客观中立的态度。在一般情况下，他会倾向于所属政党，但当其个人政治生涯和政党倾向发生冲突时，其更多的是力保其政治生命。%From the political system of Taiwan,the Dean of Taiwan’s“Legislature”needs to remain a neutral attitude in the legislative process. But in practice,it is difficult for the Dean of Taiwan’s“Legislature”to maintain his objective and neutral attitude between the administrative official,“elected representative”and representative of political Party. In general,he would tend to belong to political party,but when his personal political career and political parties tend to conflict ,it is more to preserve his political life.
