城镇化进程中被征地农民养老保险制度的完善--以武汉市江夏区为例

摘要

城乡一体化是我国社会保障的必然趋势，被征地农民的养老问题是我国城镇化过程中的重要议题，目前我国尚未形成一个统一的针对被征地农民的社会保障机制。我国目前针对失地农民实行三种养老保险模式--居保模式、城保模式和创新模式。结合武汉市江夏区被征地农民养老保险具体调查研究和分析，提出各级财政应该加大投入，合理提高参保标准和退休待遇，保障被征地农民选择的权利，促进续保率的提升。%The landless farmers′pension problem is one of the significant issues in the process of economic development in our country,especially in the urbanization progress.However,a uni-form landless farmer pension system has not been established in China.In this paper,firstly some pension insurance patterns were introduced;secondly the situation in Jiangxia district,Wuhan was illustrated and analyzed and some problems were also discussed in their practice.Finally, possible proposals about construction and improvement of land-lost farmers′insurance in China were presented.
