Political administration refers to the integration of political self and administrative objects. Political self is the behavioral agent in the process of political administration and administrative object is the concrete practice of political administration. The effectiveness of political administration depends on whether the action of political self can be kept within the fixed political order and fulfill the desired administrative objectives based on it. Thus, this requires inter principles which can standardize the action of political subjects, presuppose and guide the political objects. These internal principles are actually political values, for the political values in themselves mean the political life should be a principle of regulation and value guide. In this sense, political values and its system which is formed from the selection of political values, make up the value preposition of political administration, and decide whether the political administration can be carried out smoothly and its administrative objectives are good or not.%政治管理是对政治自体和管理客体二个层面的统摄.政治自体是政治管理中的行为主体,管理客体是政治管理的具体实践.政治管理的有效性取决于政治自体的行为能否维持在既定的政治秩序内,并在此基础上去实现可欲的管理目标.这就需要存在能规范政治自体行为,预设并引领政治管理目标的内在价值原则.这些内在原则即为政治价值,因为政治价值就其本质来说,就是关于政治生活应该如何的一种原则规定和价值引领.从此意义上来说,政治价值以及围绕政治价值取舍而形成的政治价值体系就构成政治管理的价值前置,决定着政治管理能否顺利展开及其管理目标的良善与否.
