鉴于传统的政府运行模式在新形势下逐渐暴露出自身的弊端，愈来愈不适应市场经济与政治发展的要求，服务型政府的概念的提出为转型期的中国政府改革指明了方向，尤其是善治理论为构建服务型政府提供了新的思路，政府与公民社会对公共事务的协同管理模式，对我国政府改革具有重大的价值。基于善治理论兴起背景、概念分析和价值，着重从政府方面转变探究善治理论对我国重塑政府的作用并提出构建善治理论下服务型政府的路径。%Given the traditional government - run mode in the new situation , the shortcomings of its own are gradually exposed .The author holds that service government should be more suited to the requirements of the market economy and political development ,puts forward the concept of service - oriented government and points out the direction for reform of the Chinese government in transition , especially good governance theory as a new way of thinking for building service - oriented government , which is collaborative management model of the government and civil society in public affairs .The reform of our government has great value .Based on the analysis of theoretical background of good governance , concept analysis and values and by focusing on changes of government ,the author explores the theory of good governance and the role of government in remodeling and building a service - oriented government .
