西藏湿地保护相关法律问题探讨--兼论«西藏自治区湿地保护条例»的完善

摘要

当前，西藏湿地保护存在湿地面积萎缩、湿地污染和保护力度不够等问题。之所以出现如此严峻形势，是由于作为西藏湿地保护重要手段的«西藏自治区湿地保护条例»，缺乏国家湿地保护法律的指导，存在诸多不足，阻碍了西藏湿地保护工作的有效进行。只有完善«西藏自治区湿地保护条例»，才能真正实现西藏湿地的可持续发展。%At present,there are such existing problems as the wetland area shrinking,the wetland pollu-tion and the protection of the wetland is not enough in Tibet.This severe situation is caused due to“Reg-ulations on the protection of wetlands in Tibet Autonomous Region”,the important means of wetland protection,lacking of guidance of the national wetland law,and other problems.Only perfect the regu-lation can we truly achieve the sustainable development of wetland in Tibet.
