城市社区多元治理主体集体行动困境的问题在社区治理的过程中逐渐暴露出来。由于城市多民族社区是结构复杂和利益群体分明的特殊社区，所以其在治理的过程中集体行动困境的问题更为突出。以信任、规范和社会网络为内容的社会资本为解决城市多民族社区集体行动困境提供了一个具有解释力的理论视角。本文以城市多民族社区中多元治理主体合作为纽带，梳理了城市多民族社区集体行动困境、多元治理主体合作和社会资本三者之间的内在逻辑，推导出了培育城市多民族社区中社会资本是解决其治理过程中集体行动困境问题的有效方法，并提出了如何培育城市多民族社区中社会资本的建议。%The issue of the dilemma of collective action have appeared during the process of the governance on the urban communities. Because urban multi-ethnic community is special community of complicated structure with distinct interest groups, the issue of the dilemma of collective action becomes more terrible during the process of the governance. Social capital including true, mutually beneficial norms and social nets is an important way to solve the issue of the dilemma of collective action on urban multi-ethnic community. With respect to theories, the present paper argues the inherent logic among the dilemma of collective action of co-governance bodies, collaboration of co-governance bodies and social capital on urban multi-ethnic community, which deduces that raising the social capital, is the most effective way to solve the dilemma of collective action. And thus, the paper put forward the specific methods to raise the social capital.
