服务地方，引领地方--衡水学院转型发展理念的探索与实践

服务地方是高等学校的一项重要职能，作为地方新建本科院校之一的衡水学院，在发展历程中经过不断摸索，凝炼形成“服务地方，引领地方”的转型发展理念。它是基于当前高等教育改革的需要，在满足区域经济社会发展需求及与区域共建共赢的背景下产生的。其理论基础为教育基本关系中外部关系规律理论和生态系统理论等。以地方需求为出发点，以校地合作为途径，其终极目标是实现校地共赢。通过开展产学研合作，利用学科与人才优势，加强科技成果转化，承办各类专业培训等实践历程，为地区经济、社会的发展及文化的传承做出一定贡献。%Serving local industries is an important function of higher institutions. Hengshui University, as one of the newly-established university, in this course of its upgrating to university, through trial and error, has concisely developed a transformational development idea of “serving and leading local industries”.It is developed based on the needs of the current higher education reform to meet the demands of regional economic and social development and regional joint construction and win-win; its theoretical basis is the law theory of external relations and ecosystem theory in basic education relations. It starts with local demands, takes cooperation between university and local industries as the approach to realize the final aim of win-win between university and local industries. Hengshui University should carry out university-industry cooperation, take advantage of its disciplines and talents, strengthen the transformation of scientific and technological achievements, undertake various types of professional training to make some contributions for local economic and social development as well as culture heritage.
