大庆生态建设的体制机制障碍与对策

摘要

大庆作为石油资源型城市，加强生态建设远比非资源型城市更具现实性和紧迫性。大庆生态建设必须依靠制度，必须依赖生态建设体制机制的健全与完善。从健全绿色考核机制、构建新型环保管理体制、建立跨部门、跨区域的协调机制、强化生态责任追究机制、建构多元主体参与的治理机制、健全生态补偿机制等方面，对大庆生态治理体制机制的完善提出对策。%That Daqing, as petroleum resources city, strengthens the ecological construction is far better than the more reality and urgency of resource-based cities.Daqing ecological construction must rely on the system, ecological construction and perfect the systems and mechanisms.From the perfect green assessment mechanism, new environmental management system should be buia cross-sectoral, cross-regional coordi-nation mechanism should be established.The ecological responsibility mechanism should be strengthened;Mult-ivariate main body participation in governance mechanism should be constructed;The ecological compensation mechanism should be improved.The countermeasure for the perfection of Daqing ecological system of govern-ance mechanism should be proposed.
