政府促进服务经济发展的作用探析

摘要

The developed areas in China are experiencing a critical period of transformation from industry economy into service economy , which is greatly influenced by the combination of the natural law of economic devel-opment and the active role of the government .For the two economy patterns have different developing laws and paths, especially the latter bears characteristics such as “parameters evaluation”,“small scale”,“individual pat-tern”,“symbiosis” and the like , the government can ’ t copy the ways of promoting industry economy blindly and mechanically .Currently , the government should establish three basic concepts: an effective market together with the promising government provides the service economy with a double effect motivation;the government should ren-der staged services to service economy in different periods;as an exogenous variable in the service economy develo-ping, the government should try to achieve the effective combination of rigid intervention and flexible regulation .%中国的发达地区正经历从工业经济迈向服务经济的重要阶段，这是经济发展自然演进与政府主动作为双重作用的过程。由于工业经济与服务经济具有不同的发展规律和路径，特别是服务经济在“参数化评估”、“小微化规模”、“个性化模式”和“共生性发展”等方面的特点，使得政府不能简单移用促进工业经济的做法。在当前，政府有效促进服务经济发展应树立三个基本理念：“有效的市场”和“有为的政府”为服务经济发展提供双效式驱动；政府应根据服务经济的发展阶段来提供阶梯式服务；政府是服务业经济发展的外生型变量，要实现刚性干预与柔性调控的有效结合。
