和谐社会视域下的第三部门发展与社会管理创新

摘要

中共十六届四中全会围绕加强中共执政能力建设，提出把建设更加和谐的社会作为全面建设小康社会的阶段性工作，把构建和谐社会的能力作为衡量党的执政能力的一项重要指标，并提出了社会管理创新的时代命题。和谐社会是社会发展的最佳状态和努力目标，创新社会管理是协调社会主体关系并实现社会和谐的重要手段。社会管理创新的关键在于体制创新和组织创新。作为非政府公共部门的第三部门将承担越来越重要的社会管理角色，它的发展利于缓解政府与社会间的张力，利于累积社会资本和宏扬社会主体文化，推动社会管理创新及和谐社会建设。%InregardtoenhancingtheParty’sgovernancecapability,theCPC’sFourthPlenarySession oftheSixteenthCentralCommitteesetsconstructingamoreharmonioussocietyasastageofbuildingChi-naintoamoderatelyprosperouscountryinanall-roundway;setsthecapacityofconstructingamorehar-monioussocietyasanimportantindicatorforweighingtheParty’sgovernancecapability;andcomesup withthepropositionofsocialmanagementinnovationinthenewera.Harmonioussocietyisthebeststatus andtargetofsocialdevelopment,whiletheinnovativesocialmanagementisanimportantwayofcoordina-tingsocialsubjectrelationsandachievingsocialharmony.Thekeytothesocialmanagementinnovationlies ininstitutionalandorganizationalinnovation.Thethirdsector,asthenon-governmentalpublicsector,will playamoreandmoreimportantroleinsocialmanagement.Itsdevelopmentwillhelpeasethetensionbe-tweenthegovernmentandthesociety,andwillbeconducivetotheaccumulationofsocialcapitalandto promotethesocialhostculturesoastopushforwardtheinnovationofsocialmanagementandthecon-structionofharmonioussociety.
