城乡一体化进程中的乡镇政府管理研究--以张家口的乡镇为例

The township government has the most direct,extensive and close contact with farmers.The governance capacity and service capacity of township government are directly related to the promotion of urban-rural integration process.Currently,the urban-rural integration is tremendous.The township gov-ernment is facing a number of complex tasks.Based on the analysis of the practical difficulties in the town-ship government management in Zhangjiakou,the paper describes the basic connotation of urban-rural inte-gration and its practice in China and points out the factors that restrict the effective management of town-ship government in Zhangj iakou area.Some suggestions are made concerning how to promote the towns in Zhangj iakou area to develop healthily.%乡镇政府作为基层政府，与农民有着最直接、最广泛和最密切的联系，乡镇政府的治理能力与服务能力直接关系到城乡一体化进程的推进。当前，城乡统筹发展的任务十分艰巨，乡镇政府面临着大量复杂的工作。阐述城乡一体化的基本内涵及其在中国的实践，深入分析城乡一体化进程中张家口地区乡镇政府管理的现实困境，指出在城乡一体化进程中制约张家口地区乡镇政府有效管理的因素，为张家口地区乡镇政府的管理提出建议，以促进张家口地区乡镇全面健康发展。
