中国与东盟国家失业保险缴费制度的比较研究

         

摘要

我国与东盟国家的失业保险缴费主要针对城镇企业用工者和员工,在一定程度上与工资挂钩,体现出福利性的特征,并依靠强制性的措施得以实施。东盟国家失业保险缴费制度的法制化程度普遍不高,在缴费比率与责任承担主体方面也各不相同。比较分析后得出的结论是我国要逐步弱化政府财政对失业保险缴费的责任,针对不同的行业拟定有差别的费率,对劳动密集型行业给予缴费优惠,以促进就业,同时加快我国失业保险缴费制度的法制化进程。%The unemployment insurance of China and ASEAN countries mainly applies to the employers and employees of urban enterprises. To some extent it links up with wages, and reflects the feature of welfare. Its implementation requires compulsery measure. The legalization of the unemployment insurance system in some ASEAN countries is still insufficient, and the contribution ratio and responsibility subject differ from one another. The conclusion of the comparative analysis is that the Chinese government should gradually reduce its financial responsibility to the unemployment insurance system, work out different fee rates according to different industries, offer favorable policies to labor-intensive industries to promote employment, and accelerate the legalization progress of unemployment insurance system in China.
