推进装备科研知识产权管理工作的思考

摘要

在装备科研中开展知识产权管理对提升装备技术自主创新能力，激发装备科研主体创新热情，降低装备科研知识产权法律风险，促进装备科研竞争环境形成具有重要作用。当前，我军装备科研知识产权管理存在着政策法规缺失，工作体系尚未建立，管理内容不明确等问题。深入推进装备科研知识产权管理工作，需要树立装备科研知识产权管理思维，建立装备科研知识产权管理制度，明确装备科研知识产权管理内容，建立装备科研知识产权管理工作体系。%Intellectual property right (IPR)management in equipment research plays an impor-tant role in enhancing capacity of independent innovation of equipment technology,arousing enthusi-asm of main bodies of equipment research,reducing the IPR legal risk of equipment research and facil-itating formation of a competitive environment of equipment research.Currently,there are some problems existing in the IPR management of equipment research of the PLA which include the absence of policies and regulations and work system and unclear management contents.To further facilitate the IPR management of equipment research,it is necessary to form an intellectual property manage-ment philosophy of equipment research,build up a relevant system,define the contents,and establish a work system in this respect.
