基于S WO T定量法的军民信息交流机制建设研究

摘要

开展军民信息交流机制建设研究是促进军民融合深度发展的重要理论基础。界定了军民信息交流机制的相关概念，介绍了 SWOT 定量法；从国家层面阐述了军民信息交流机制建设的优势、劣势、机会和威胁，量化得到了优势、劣势、机会和威胁得分；提出了军民信息交流机制建设战略四边形图，并计算了相关参数，得到了战略强度谱坐标系，给出了战略判断，提出了从国家层面军民信息交流机制建设应采取 W-O(转型)战略。%The study on the establishment of civil-military information exchange mechanism plays an important role in the in-depth development of civil-military integration.The paper firstly defines relevant concepts on civil-military information exchange mechanism and introduces the SWOT quanti-tative method.Then,it illustrates the strengths,weaknesses,opportunities and threats for civil-mili-tary information exchange mechanism from the national level,and scores them by quantification.Fur-thermore,it brings out the strategic quadrilateral figure,calculates relevant parameters,puts forward a strategic strength spectrum coordinate system and accordingly makes a strategic j udgment.Lastly, it concludes that W-O (transformation)strategy shall be implemented in the establishment of civil-military information exchange mechanism from national level.
