关于提高干部工作科学化水平的几点思考

摘要

最近,胡锦涛同志对在新的历史条件下提高党的建设科学化水平作出了战略部署。他在庆祝建党90周年大会上的讲话中指出,要＂全面推进党的建设新的伟大工程,不断提高党的建设科学化水平。＂组织工作是党的建设的重要内容,李源潮同志对组织部门提出明确要求。干部工作是组织工作的重中之重。干部工作科学化是党的建设科学化和组织工作科学化的题中应有之意。干部工作科学化,就是通过各种方法和途径促使干部工作达到科学的性质或状态。具体而言,应包括科学的指导思想、科学的用人原则、科学的用人标准、科学的用人程序、科学的用人纪律等内涵。干部工作科学化必须重视＂立足长远,为干部工作谋篇布局＂、＂探索规律,深化干部工作制度创新＂等十个方面的问题,同时必须做好＂科学制定体现科学发展观的干部评价体系＂等四个方面的工作。%Recently,Comrade Hu Jintao made a strategic planning on improving the scientific level of party construction under the new historical conditions.In his speech in the 90th Anniversary Congress of the CPC,he argues that ＂the new great undertaking of party construction should be promoted in an all-around way and the scientific level of party construction be enhanced continuously.＂ The organizational work is an important content of party construction,and Comrade Li Yuanchao places explicit requirements on the organization department.To do the cadre work in a scientific way is an indispensable feature of building the party and doing the organization work in a scientific way.To do the cadre work in a scientific way is to reach the status of science in personnel administration through various means.Concretely speaking,it contains scientific guideline,scientific staffing principles,scientific staffing standards,scientific staffing procedure,scientific staffing discipline,etc.To do the cadre work in a scientific way,we must pay attention to 10 aspects including overall planning and institutional innovation etc.,and do well the work of 4 aspects including＂formulation of a cadre evaluation system embodying the Scientific Outlook on Development＂.
