日本学校体育运动中的风险责任与风险防范分析

It is the most important thing to ensure students’ safety in education activities at school.In 2011,Japan enacted Basic Law of Sports,which was implemented on August 24 in the same year.The basic law suggests that“it must be ensured that students are close to sports,enjoy sports,or operate activities of insisting on attending sports in a safe and fair environment”,which clearly stipulated sports must be done in a safe environment.Currently,all schools have been committed to security management.This thesis analyzes the current situation of physical activities in Japan in order to clarify liability issues,it also presents ways to implement safe sports activities and minimize the injury rate.%在学校里，确保学生的人身安全是进行教育活动的重中之重。2011年，日本颁布了体育运动基本法，同年8月24日实施。该基本法提出，“必须确保学生可以在安全公正的环境下亲近体育运动，享受体育运动，或策划坚持体育运动的活动”，明确规定要在安全的环境下进行体育运动。目前，各个学校也在不断致力于安全管理。本文旨在通过分析日本体育活动的现状，明确事故发生时的责任承担问题，提出如何实施安全的体育活动，使伤害率降到最低。
