台湾地区建设工程质量监督制度对大陆的启示

摘要

从台湾地区建设工程三级品管制度的形成出发，研究台湾建设工程质量监督制度，通过建立健全建设工程质量监督法律法规体系，将设计与施工紧密结合，提高政府监管行为的公正性，推广全民监督机制等方面来提升大陆建设工程质量监督的水平。%From the formation of the third degree quality control system for construction projects in Taiwan, the construction engineering quality supervision system in Taiwan is studied. It is proposed that the laws and regulations of construction project quality supervision system showld be established and improved, and combine design with construction; improve the impartiality of government regulation behavior;popularize the national supervision mechanism and so on. Through these the level of construction engineering quality supervision in mainland will be improved.
