西方应对孤狼恐怖主义的难点与对策

摘要

孤狼恐怖主义是为极端主义意识形态目标所驱动的、以杀戮无辜平民为主要手段、目的在于在全社会制造恐怖氛围的独立的个体暴力行为。近年来，孤狼恐怖主义对西方国家的威胁日益加剧，并呈现出难以防范、打击困难的局面。西方国家采取一系列创新性应对之策，包括：推行去激进化战略、构建社会治理网络、形成社会弹性、调动公众参与，值得我国公共安全管理借鉴。%The lone wolf terrorism refers to the independent individual violence that is driven by the ideology of extremism and takes killing the innocent people as its main means and producing society-wide atmosphere of terror as its aim. In recent years, the threat of lone wolf terrorism on the west countries is aggravated and governments have the difficulty in preventing from and cracking down on it. Western governments took some innovative countermeasures,such as carrying out the strategy of de-radicalization, forming social governance network, constructing social resilience and promoting public participation, which are useful references for Chinese government to learn from.
