军部操控与日本国家战略的失败

明治维新时期建立起的日本文武二元制的政治体制，使日本军部掌握了国家战略的制定权。后来军部又逐步全面掌握了国家政权并因而全面掌握了国家战略的制定与决策权。这是导致日本国家战略最后全失败的决定性原因。%The political system of Japanese civil and military dual system established during Meiji restoration enabled the Japanese Army Headquarters to master the power of developing the national strategy. Later, the Japanese Army Headquarters gradually mastered the comprehensive national power and thus fully grasp the development and decision-making power of the national strategy. This is the decisive cause of Japan's national strategy for the final round of failure.
