高等学校专利技术转化模式与机制研究

摘要

高等学校专利技术转化率低已经成为我国经济发展的瓶颈之一，形成这一现象的原因是多方面的。就当前高校专利技术转化模式与机制存在的问题，应当借鉴美英等发达国家高校专利转化的经验，通过建立与完善以技术转移机构为主导的技术转化模式，技术成果及时披露与统一登记管理、专利申请与维持审查评估、技术转化审查与分类实施、收益分配等有利于技术转化的运行机制，提升专利技术转化效率，增强高校服务社会的功能。%The low conversion rate of university patent technology has negative impacts on the development of Chinese economy. There are many reasons for such phenomenon. This article focuses on the commercialization model and mechanism of university patents, proposes that we should learn from the successful experience of the universities in developed countries to establish new patent commercialization models and mechanism leading by technology transfer department, such as invent disclosure and registration, as well as evaluation of the patent application and revenue distribution, in order to promote commercialization effectiveness, and enhance the ability of university to serve society.
