Taking special steel new city in Jiaxing as a case, this paper explores the overall development and spatial planning of suburban industry new city and brings forward the complex goals of industries and urban development by building multifunction new city in order to realize new city's location. To ensure the healthy development of industry new city ,the goals are implemented at three levels of land use.urban space and street space.%依托嘉兴特钢新城项目,探讨大都市背景下城郊产业新城的总体发展和空间策划,提出产业和城市跨越式发展中的复合目标,建设多功能综合性新城,实现新城的准确定位,并落实于土地利用,城市空间、街区空间三个载体层面,从而保证城郊产业新城的活力和健康发展.
