From the perspective of economics of education, this article points out some problems that existed in the process of popularization of higher education ＂higher education fees＂. And make a conclusion that the charging system of higher education is a major achievement of education reform and it should not be denied of its scientific rationality. At last concludes that the government should determine the charges and the adjustment period in a scientific and rational way, establish a sound system of education funding as soon as possible, increase financial investment in higher oducation, in order to play the role of ＂which is to ensure fairness and to ensure education participation rate＂ in higher education fees system. At the same time, universities should strengthen their own management to reduce operating cost and solve immediate problems of charging in higher education and to flourish higher education for our country.%本文从教育经济学视角下，指出了我国高等教育大众化进程中“高等教育收费”存在的诸多问题．并通过分析得出了高等教育收费制度是教育改革的重大成果，不应否认其科学合理性．最后提出了政府应科学合理地确定收费幅度及调整周期，尽快建立健全的教育资助体系，不断加大高等教育的财政投入，才能发挥高等教育收费制度“即保证教育公平性又保证教育普及率”的重要功效．与此同时高校自身也应加强管理降低办学成本，共同解决眼下的高等教育收费问题，最终促使我国高等教育蓬勃发展．
