Howard＇s theory of Garden City has put a far--reaching impact on the development of disciplines of urban planning. However, it is not Howard himself who chose to become the founder of the discipline of urban planning, but we need to generate a subject, and we need a theory, coincidently at that time, there was a book called Garden Cities of Tomorrow which had given us a theory foundation. The community need it to be transformed, the people need it to be comforted, the ruling class also recognized it for their own interests.
