Institutional research represents administrative culture and decision-making behavior of higher education in the big data era. It is an essential element of quality assurance systems. The first step to develop institutional research is to establish an institutional research unit. Institutional research organizations in American universities are characterized as centralized, administrative, having a unit name clearly reflecting the role of institutional research, staffed with employees with data analytical skills and experience in policy evaluation, and authorized to manage and report the university data and information.
