摘要

Institutional research represents administrative culture and decision-making behavior of higher education in the big data era. It is an essential element of quality assurance systems. The first step to develop institutional research is to establish an institutional research unit. Institutional research organizations in American universities are characterized as centralized, administrative, having a unit name clearly reflecting the role of institutional research, staffed with employees with data analytical skills and experience in policy evaluation, and authorized to manage and report the university data and information. With these characteristics, an institutional research unit can more effectively coordinate comprehensive institutional research projects across administrative units and provide effective services for administration, decision making, and quality evaluation.%院校研究已成为大数据时代大学管理文化和决策行为的象征，是大学质量保障体系的关键组成部分。院校研究组织机构的建设是推动院校研究发展的第一步。美国院校研究组织机构的特征可以归纳为：“集中型”的组织机构；行政建制；办公室名称中明确反映院校研究功能；配置足够的具有数据分析能力和政策研究背景的工作人员；拥有统管学校数据信息的权利。具有这些特征的院校研究组织机构有利于协调大学各个部门之间的综合性研究项目，并更加有效地为大学管理、决策和质量评估提供服务。
