'巡视问责':中国地方高校问责的一个实践范式——基于21省(区、市)335份地方高校巡视报告的文本分析

         

摘要

As a practical paradigm of accountability for local higher education institutions in China, Accountability through Inspection responds to the government's realistic expectation of running a university. Based on the 335 inspection reports of 21 provinces (autonomous regions and municipalities), by using the method of grounded theory,this paper summarizes five core areas of Accountability through Inspection,including the core leadership ability of the Party committee, the supervision of cadres, the financial supervision of campus, the supervision of infrastructure and logistics, and the internal governance of school. According to the actual performance of universities, Accountability through Inspection is aimed at urging universities to gradually establish and improve the self-restraint mechanism.%"巡视问责"作为中国地方高校问责的一种实践范式回应了政府对高校办学的现实期待.本文以21省(区、市)335份地方高校巡视报告文本为基础,运用扎根理论研究方法归纳出"巡视问责"的五个核心领域 ——党委核心领导能力、干部监管、校园财务监管、基建后勤监管、学校内部治理.依据高校履责的实际,"巡视问责"应当推动高校逐步建立和完善自我约束机制.
