政府扶持云计算产业的项目制与园区制的协同研究

摘要

It is important for government to promote the cloud computing industry,which is an important part of strategy of information security of state,upgrading industry level and dual-innovating drive.The comparison is proposed,in this paper,between projectmechanism and zone-mechanism based on the quo of promoting the cloud computing industry.The capability of coordination mechanism and development suggestion are enriched based the document promulgated by Order No.5 of the State Council.%政府扶持云计算产业是国家信息安全、产业转型升级和驱动“双创”的重要战略部署.本文针对中国云计算产业扶持政策实践现状,通过比较项目制和园区制两种扶持机制,探究云计算项目和园区之间的协同机制,并结合国发[2015]5号文件中的发展目标和任务提出提升机制协同能力的相关建议.
