武定县从1999年开始实施天然林资源保护工程,18年来,共完成天保工程公益林建设25646.4 hm2,每年完成森林管护面积210454.3 hm2.通过"封、管、造"并举,取得明显成效,实现了造林用苗基地化,森工企业职工得到分流安置,森林资源明显增长并得到有效保护,森林生态功能显著增强的目标.生态环境恶化的趋势基本得到遏制,各种生态性自然灾害的发生明显减少.但工程建设中仍存在资金投入不足,人才队伍建设滞后,林业管理体制不完善,林产业发展滞后等不容忽视的问题,需要进一步采取措施,加大资金投入,搞好人才队伍建设,完善林业管理体制,做好天然商品林功能区划,解决好保护与利用的相关问题.%The project of natural forest protection was implemented since 1999 , including the construction of 256464 hm2 public-welfare forests and the management of 2104543 hm2 forests every year .According to the strategies of forest closed , management and afforestation , achievements were made on building base for afforestation seedling , placing distributary personnel , protecting and developing forest resources as well as strengthening ecological function .The deterioration trend of ecological environment was basically curbed , and various ecological natural disasters obviously decreased .Aiming at the problems of insuffi-cient fund , unprofessional talents , imperfect management system and undeveloped forestry industry , some suggestions were put forward to increase financial input , train professional talents , improve management system , delimit function division of natural commercial forest , and coordinate the relationship between protection and utilization .
