It's a complex task to evaluate the combat capability of Engineer Regiment, because it is a comprehensive index, contains a variety of technical factors and uncertainties. In this paper, an evaluating system consisting of more than 20 categories of indexes, such as indexes of organization and command capabilities,indexes of rapid-reaction capability, indexes of engineering support capacities, indexes of field survival, indexes of cooperative engagement capability, and indexes of comprehensive support capacity, is established. Then a comprehensive evaluating model based on grey theory and fuzzy Mathematics is presented. Finally a case study is given with the data provided by experts, commanders and staff. The study of the case shows that the result of the given model is accordance with the facts.%工兵团作战能力是一个综合指标,包含多种技术因素和不确定性,对其评估也是一项复杂的工作,涉及许多难以量化的模糊因素.建立了由组织指挥能力指标、快速反应能力指标、工程保障能力指标、野战生存能力指标、协同作战能力指标和综合保障能力指标等20多类具体标准构成的作战能力评估系统,提出了基于灰色理论和模糊数学的工兵团作战能力综合评估模型,对参数由专家和军事指挥员提供的案例研究表明,该模型的评估结果与实际情况相符.
