中小企业产业集群成为经济体中越来越重要的力量，但与国外的中小企业产业集群相比，我国中小企业产业集群的竞争力相对较弱。因此，加快构建中小企业产业集群的核心竞争力、引导其进一步转型升级成为当前备受关注的焦点问题。本文通过对绍兴纺织产业集群的案例分析，发现集群演进轨迹经历了从培育、发展、成熟到转型这一生命周期，集群各阶段既呈现出与其他集群都具有的共性，又有其特质。该集群各阶段持续更替的动因，也印证了集群各阶段升级的一般条件。2008年国际金融危机的爆发，对绍兴纺织产业集群造成了极大影响。这一方面暴露出集群发展中存在着隐忧问题，对集群抗危机、风险能力提出了新的挑战。另一方面阐明成熟期集群只有不断进行转型升级，通过着力提升产业链、营销链、价值链、循环链、服务链五大路径，才能实现更具国际综合竞争力的现代纺织产业集群这一宏伟目标。%The small and medium-sized enterprise cluster becomes a more and more important economic force, while, compared with that of foreign countries, our competitiveness is relatively weak. Therefore, how to quicken the construction of core competitive- ness of the small and medium-sized enterprise cluster and guide them for further transformation and upgrading has become a highlight of our country. Based on case studies on the Shaoxing textile industry cluster, this paper demonstrates that the cluster evolves from cultivation, development, maturity to transition, with same similarities as other clusters and also its own features at various stages. The causes of continuous alternations of the cluster at every stage confirm general conditions of cluster upgrading of every stage. The international financial crisis in 2008 made a great impact on the Shaoxing textile in- dustrial cluster, indicating that there exist some worries in the development of the cluster and new challenges for crisis and risk resistance capabilities come out. In addition, the mature cluster can achieve the grand goal of a modern textile industrial cluster with more international competitiveness by means of continuous transformations and the promotion of chains of industry, marketing, value, circulation and service.
