Guohua Energy Investment Co., Ltd and the government of Shangyi County came to an agreement and resolved jointly to construct a batch of large-scale wind power projects in Shangyi County, Hebei Province. According to the agreement they will fulfill a program that an aggregate wind power generating capacity will gradually reach 133.5 MW, 400 MW and 1000 MW by 2007, 2010 and 2020.
