高新技术产业开发区研究与开发活动效率评价研究--基于56家国家级高新技术开发区的DEA分析

摘要

文章运用产出型DEA模型对56家国家级高新技术开发区的高技术效率进行了评价，高新技术开发区的技术效率(crste)的平均值是0.45。厦门、济南、惠州、重庆和宁波高新技术开发区企业R&D活动与科技活动的技术效率(crste)均为1，说明这五家高新技术开发区的技术效率是最高的；株洲、哈尔滨、长沙和宝鸡高新技术开发区企业R&D活动与科技活动的效率值分别为是0.097、0.059、0.056和0.055，说明这四家高新技术开发区的技术效率是较差的。尽管由于行业、地域和人员等存在显著差异，但这一分析结果还是能从现有不完全数据得出高新区企业R&D活动与科技活动技术效率基本情况。%Adopting output-oriented DEA model,this paper evaluates the efficiency of the 56 state-level high-tech develop⁃ment zones, the average of technical efficiency(crste) of high-tech development zones is 0.45.The technical efficiency of high-tech development zone in Xiamen,Jinan,Huizhou,Chongqing and Ningbo is 1,which illustrates the technical effi⁃ciency is the highest,but the technical efficiency of high-tech development zone in Zhuzhou,Harbin,Changsha and Baoji is 0.097,0.059,0.056 and 0.055 respectively,which shows that the technical efficiency of the four high-tech development zones is worse.Although there are significant differences among the industry,geographic and personnel,the incomplete data can reveal the status of R&D activities in high-tech development zones.
