构建流动残疾人口社会保障体系和服务体系探讨

摘要

Governments at all levels are accelerating the construction of the disabled social security system and service system, and exploring the social security and public service for floating population. This paper preliminary estimated the present situation of disabled floating population, and analyzed the features and barriers of disabled floating population, and reviewed the present situation of the security and service of disabled floating population. Then it gave advices to build social security system and service system which can cover disabled migrating population.%各级政府正在加快推进残疾人社会保障和服务体系建设，与此同时，也在积极探索流动人口的社会保障与公共服务，残疾人口流动低于社会平均水平。由于社会保障与服务的缺失，致使流动残疾人口在工作、生活等各方面遇到重重障碍，面临比健全人更为严重的困境。应当切实采取措施予以改善，包括建立覆盖流动残疾人口的社会保障体系并提高社会保障的可携带性，严格落实残疾人教育就业培训与户籍不挂钩的规定，鼓励抢救性、公共性、公益类、参与式、普及型服务与福利向户籍以外残疾人适当放开并逐步给予优惠，加强流动残疾人口保障与服务的组织领导和支撑体系的完善。
