促进我国中小企业知识产权建设对策研究

摘要

本文对我国中小企业知识产权建设在创造、运营、保护和管理等方面存在的问题及成因进行了剖析，认为促进中小企业知识产权建设的关键在于能否构建科学完善的中小企业知识产权政策体系，其有效路径在于着力构建集文化引领、企业能动、政府主推、中介服务和科技支撑于一体的中小企业知识产权建设五大推进机制。%To promote intellectual property rights construction of SMEs is one of the major issues that need to be urgently solved.This paper analyzes the existing problems and reasons in the aspects of creation , operation, protection and man-agement in the intellectual property rights construction of China′s SMEs, thinking the key is to build scientific and perfect intellectual property rights of SEMs policy system , whose effective ways are to build intellectual property rights of SMEs construction with cultural guidance , enterprise initiative , government leading , intermediary service and technology sup-port.
