城市增长与城市发展

摘要

This paper attempts to clarify the definition of urban growth and urban development and to analyze the effects of urban planning on promoting urban development in China's rapid urbanization and modernization by discussing some "hot" issues. From urban-rural planning perspective, it argues that the keys to make the urban growth more effectively promote the urban development are rational urban orientation and development target, talents deployment, urban self-sustaining accumulation mechanism, infrastructure development mechanism, and the legal management, supervision and institutional renovation of urbanrural plan formulation etc.%文章试图明确城市增长和城市发展的定义,分析在我国城市化和城市现代化快速进程中,城市规划对城市增长促进城市发展的作用,讨论了一些“热点”问题.从城乡规划层面,提出要使城市增长更有效地促进城市发展,关键是确定切合实际的城市定位和目标,启用人才,建立城市自主增长的积累机制、自觉投入的基础设施发展机制、城乡规划编制的组织创新机制、法制管理和监督机制.
