The attribute of regulatory plan is reviewed from the aspect of legal regulation, management system and social economics. Scientific regulatory plan is presented along with the direction of promoting regulatory plan organization, management quality and efficiency.%　　该文从法定规划、管理制度和社会经济学角度对控规属性进行了重新审视，针对性地提出了控规科学化，以及从根本上提升控规编制与管理质量、效率的方向。
