基于MBK3方法的三甲医院职能部门绩效指标构建

     

摘要

Objective: To find out a scientific methods building the performance appraisal indicator system of functional departments in top tertiary hospitals. Methods: Case analysis method was applied to analyze the process and result of performance index system of functional department in a top tertiary hospital in Beijing. Results: Comprehensive scientific methods should be taken to build a reliability and validity suitable index system and coefficient which can reflect the goal of reform and development of public hospital and match the characters of functional department. Conclusion: MBO, BSC, KPI and the 360 degree performance appraisal (MBK3) is suggested to apply in tertiary hospitals for the specializing and differential performance appraisal indicator system.%目的:研究和探讨三甲医院职能部门绩效指标构建的科学方法。方法:采用案例法对北京某三甲医院职能部门绩效指标构建过程和结果进行深入解析研究。结果:构建体现公立医院发展改革目标、适应职能部门管理特点的绩效管理指标需采用综合的科学方法,以得出精细和准确的指标体系及权重。结论:建议建立以目标管理为原则、以平衡计分卡为维度、以关键绩效指标为技术、以多视角考核法为考评方式的MBK3绩效管理整合模式;结合公立医院改革和发展需求,构建特色化及部门间差异化绩效考核指标。
