气候工程近年来受到国际社会广泛关注和热烈讨论，但是这些讨论并没有使相关问题更加清晰，反而一定程度上制约了气候工程进一步研究和探索的开展。其原因在于对气候工程的认知存在伦理取向上的矛盾，反映了气候工程争议背后的不同认知和价值基础。作为一种防范全球增温的技术和政策选项，建设性的“缓和”的气候伦理取向有助于正视应对气候变化严峻压力，推进经济社会可持续发展。对气候工程的认知，存在工程机理、国际治理、现实选择以及气候公正四个方面的误区，应科学看待气候工程的价值和意义。最后，文章结合中国在国内高碳约束和经济社会发展需求强烈的现实，针对中国在气候工程领域研究基础薄弱、政府态度不明、国际视野欠缺等问题，认为中国要加强气候工程基础研究，赶超国际研究前沿；积极探索太阳辐射管理在减缓气象灾害、应对气候变化方面的积极意义和潜在挑战，科学认知气候工程在全球气候治理中的潜力。%The discussions of climate engineering have been heated in recent years by international society, but those discussions failed to clarify the relevant issues� The reasons lie in the contradiction of ethics orientation of climate engineering, which reflects the different cognitive basis and value on climate engineering� Holding a constructive climate ethical orientation on climate engineering would be helpful to response to climate change� There are four misunderstanding on climate engineering mechanism, international governance, the realistic choice and the climate justice, which lead to us can’ t hold scientific and objective views to climate engineering� Finally, basing on China’ s for high carbon constraints and strong domestic demand of economic and social development, the article suggests China should reinforce research in the field of climate engineering, and explore constructive mechanism of solar radiation management in the fields of climate change mitigation and positive significance in global climate governance.
