The history of global IP governance spans over 130 years,from the starting point of 1883 Paris Convention to the present. In the 130 years,the structure of global IP governance, including the driving force, the governing body, and the governing mechanism, all experienced a great change. Today, in the era of global economy, International IP norms has been evolved into the most important global governing norm. The development of most countries is influenced by the structure of global IP governance. In the first decade of 21st century,the international norms and structure of IP governance bred the possibility of great changes. In order to provide institutional arrangement for the global layout of Chinese innovation, we must, based on the deep observation of these changes and predication of the future trend, participate and re-construct the International IP governance actively,and any comments solicited sincerely.%从1883年《巴黎公约》算起,全球知识产权治理的结构从萌芽到形成,经历了约130年的历史.在这130年的时间里,全球知识产权治理的动力结构、参与主体与治理机制都经历了较大变化,展现出自身的特征.今天,经济全球化使得知识产权国际规则已经成为重要的全球治理规则,任何国家的发展都离不开这一规则发挥的作用,受到全球知识产权治理结构变迁的制约.人类社会步入21世纪以来,国际知识产权规则和格局都孕育着重大变革的可能性.为对中国创新的世界布局提供制度预案,为"一带一路"战略构想与"创新型国家建设"宏伟目标构造良好外部环境,我们必须深入考察变化规律,准确预判时代潮流,及时决择、积极应对,以有效的知识产权外交活动,参与并重塑全球知识产权治理结构.
