Promote the deep integration of state-owned enterprises and the market-based economy Market entities are the micro foundation of a socialist market economy and the carrier of economic and social development.The Fifth Plenary Session of the 19th CPC Central Committee regards“more energized market entities”as an important goal of economic and social development during the 14th Five-Year Plan period,and“energizing various market entities”as an important task of comprehensively deepening reform and building a high-level socialist market economic system.Deepening the state-owned enterprise(SOE)reform requires further strengthening the market entity status to make its own management decisions,take full responsibility for its own profits and losses,assuming risks on its own,abiding by the law,pursuing independent development,and promoting deep integration with the market economy.SOEs should play their economic roles,create market value,and enhance their competitiveness,innovation,control,influence,and ability to resist risk.
