俄罗斯矿产资源勘查开发投资环境分析

摘要

俄罗斯矿产资源储量丰富,找矿潜力巨大,是我国企业进行境外矿产资源勘查开发投资的重点地区之一.文章从两国政治关系、经济互补性、区位优势、投资环境改善等方面分析了当前对俄矿产资源勘查开发投资的优势所在,指出了所面临的法律风险、投资壁垒风险、腐败风险等问题,提出了进一步深化两国政治互信、加大财政资金支持引导力度、加强重点地区和重点矿种投资、完善投资方式等对策建议.%With abundant reserves of mineral resources and huge exploration potential, Russia has become one of the major areas for Chinese enterprises to conduct overseas prospecting and development of mineral resources. This paper studies into the bilateral political relations, economic complementarities, geographical advantages, and improvements in investment climate, points out the advantages of investing in prospecting and development of Russian mineral resources, and raised issues for investment including legal risk, investment barrier, and corruption. The paper then proposes policy suggestions including further deepening political mutual trust, strengthening fiscal fund support and guidance, focusing on key regions and key minerals, and improving investment methods.
