Rules and regulations are important parts of the whole internal control frameworks. The rules and regulations of the hospital ensure medical safety, prevent medical errors accident guarantee. However, the implementation of regulations are often very difficult. The reasons of implementing regulations difficult have many aspects, one reason of them is that ex -ecutives know and understand the rules and regulations deficient. At present medical units use one-time training more, in reality the doctors don't learn the self-study regulations, it is difficult to make rules and regulations thorough popular feeling as the guide of the medical behavior. Rules need to be constantly strengthened, and deepened our understanding of it to the execution in strengthening continuously.
