The purpose of this study is to determine the moderate land-scale operation with goals of grain security and farmers’ income increase. The method employed is the Translog production function. The results showed as follows. 1)There is no increasing returns to scale of grain crops in the study area. 2)The situation of the land fragmentation and the land-transfer in the research area have negative impact on the production of maize and soybean, the significant cause of which is the high cost of land-transfer and the irrationality of land-transfer scale. 3)When the corn, rice and soybean reach the moderate scale of operations, both food security and farmers’ income increase will be ensured. The conclusion is that the intermediary services of rural land transfer should be strengthened and a sound rural land transfer market should be constructed to reduce the cost of land transfer, both of which are the important ways to promote the appropriate scale operation of land in study area.%研究目的：确定以粮食安全和农民增收双重目标的土地适度经营规模。研究方法：Translog生产函数。研究结果：（1）研究区粮食作物不存在规模报酬递增；（2）研究区土地细碎化程度和土地流转现状情况对玉米和大豆的生产不利，土地转入规模不合理及转入成本过高是土地流转产生不利影响的重要原因；（3）当玉米、水稻和大豆的达到本文确定的适度经营规模，粮食安全和农民增收二者并行不悖。研究结论：构建完善的农村土地流转市场，降低土地转入成本，是促进研究区土地适度规模经营的重要途径和手段。
