PPP项目投资决策流程及其关键因素识别

摘要

通过调研，将投资决策全过程划分为战略规划决策和项目机会决策两个一级流程，并详细定义了二级流程；识别了外部环境、公营部门、项目属性、企业能力四个方面的关键因素及其对两个一级流程的影响差异。决策流程及其关键因素识别有利于理顺决策主体，可提高决策效率，降低指令失误。%In this article,by way of investigation and comparative study,the whole investment decision-making process is divided into two 1st-level stages,which contain strategic planning and project opportunity decision,and the process of 2nd-level stage is defined detailedly. The four aspects of key factors,namely the external environment,the public recognition de-partments,the project properties and the ability of enterprises, are distinguished and the different influence of these key fac-tors on the two 1st-level stages is analyzed. The identification of the decision-making process and its key factors can straight-en out the decision-making body to improve the decision-making efficiency and reduce instruction errors .
