China is the largest tobacco market over the world and more than 100 tobacco enterprises distributed over the country are the important tax source. Some factories have been the backbone of local economy. However, small tobacco factories vanished one after another recently under intervention of government. Why? According to the information from State Tobacco Monopoly Bureau, the conglomeration and merger of enterprises is inevitable, for ensuring the well operating of market and facing the cruel international competition. It is expected that there will be appearing of large tobacco enterprises that are powerful enough to compete with foreign manufacturers. But it is undoubtedly difficult when concerning the local and personal profit.
