港口基础设施建设对中国-东盟贸易的影响路径与作用机理--来自水产品贸易的经验证据

         

摘要

With the increasingly integrated global economy,China’s foreign trade is rapidly developing. The position and function of ports——the important junction of key transportation channels,international logistic chain and global transportation network system of the Belt and Road Initiative——in international trade logistics and international supply chain is increasingly highlighted;the construction of port infrastructure has become the national strategy;and it is also the important guarantee for implementing the Belt and Road Initiative. To better provide China-Asean port infrastructure construction and the connectivity policy with theoretical basis and evidences,based on the panel data of ASEAN main countries from the year of 2007 to 2014,and with the help of trade effects and decomposition two-step method of gravity model,the authors measure the trade effect of port infrastructure from such two dimensions as the overall level and sorted level of aquatic products,and analyze the impact of port infrastructure construction on trade between China and ASEAN. The results show that:first,port infrastructure significantly boosts the aquatic products trade between China and ASEAN,and strengthening infrastructure construction is very necessary;second,the path of the impact of port infrastructure construction on the trade is derived from the trade creation rather than the transfer of the trade;and third,product structural characteristics of trade creation is very significant,and bilateral aquatic products trade is mainly complementary.%随着全球经济一体化的加剧,我国对外贸易飞速发展。港口作为“一带一路”战略的重要运输通道、国际物流链上的关键节点、全球运输网络体系的重要枢纽,在国际贸易物流和国际供应链中的地位和作用日益凸显,港口基础设施建设上升为国家战略,是“一带一路”战略顺利实施的重要保障。为更好地为中国与东盟港口基础设施互联互通政策的制定提供理论依据和证据支持,可基于东盟主要国家2007—2014年面板数据,综合利用引力模型的贸易效应测度和分解两步法,分别从水产品总体和分类产品两个维度测算港口基础设施贸易效应,进而分析港口基础设施建设对中国—东盟贸易的影响。研究发现,港口基础设施建设对双边水产品总体贸易的促进作用显著,加强基础设施建设非常有必要;港口基础设施建设对贸易影响的路径来自于贸易创造而非贸易转移;贸易创造的产品结构特性显著,双边水产品贸易应以互补性为主。
