中国酒类出口应对美国技术贸易措施研究

摘要

该文通过介绍美国食品安全监管体系,并从食品标签、食品添加剂、食品包装接触材料3个方面对相关法律法规进行了说明,同时,结合美国发布的WTO/TBT通报和近年来FDA对中国酒类的扣留数据,分析了美国对中国酒类产品出口的技术贸易措施.最终,从加强美国酒类食品法规与标准的研究、加强国内白酒理化成分基础研究特别是安全方面研究、建立有效的管理制度和严格的预防机制等3方面提出了应对措施.%The system of food safety management in the U.S. And the relevant laws and regulations concerned to food labeling, food additives, packaging materials were introduced. And technology trade measures of the U.S. To Chinese spirits export based on combination of the WTO/TBT circular of the U.S. And the datum of Chinese spirits seized by FDA about in recent years was analysed, as well. Finally, technology trade measures about strengthening research on regulations and standards of spirits in the U.S., enhancing fundamental research on physical and chemical ingredients, especially on safety respect, and establishing an effective management system and strict preventive mechanisms were proposed.
