From the point of view of the overall national security concept,the effects of animal quarantine on the na-tional security were systematically illustrated,especially the effects on the economic security,the social security, resources security,ecological security and other non-traditional securities. Combining with the situation analysis of the development of the foreign affairs and international trade,analysis on the national and international animal disease situation,the challenge and existing problems were systematically illustrated and conducted. To counter with the situa-tion,suggestions were provided,including strengthening the inspection work based on risk assessment,the research work on disease monitoring and early-warning,the inspection and tracing and the technical research on the quarantine inspection.%本文从国家总体安全观的角度,系统阐述了口岸动物检疫工作对国家安全尤其是经济安全、社会安全、资源安全以及生态安全等非传统安全的影响.结合目前我国进出口贸易新业态和国内外动物疫病新形势,分析了口岸检疫工作中面临的挑战和存在的问题,并就如何加强基于风险的动物检疫监管和加强动物疫病监测预警、检测溯源和新型处理科学技术研究等方面提出建议.
